IOW, if I have 100 files, could a script work on all 100 as a batch?
One can include Folder or File selection in a Script, but you could also put a Script in an Action and use File > Automate > Batch to run this.
Perhaps for each file there is a naming structure where the pathed jpeg is the same filename as the tiff plus the suffix of "-path"?
Perhaps is a bit vague; what is the exact relationship (by name and hierarchy) of the layered file and the jpg with the paths?
