Frames were deprecated as a viable layout method in the late 90s because they are user and search engine unfriendly. Why are you using them? In fact the whole page looks like it was taken out of the 90s, with no doctype, an invalid script tag, and nested frames. What exactly are you trying to do here?
The mm_frameset.js file is not found by the parent page. Either it's not uploaded, or the path is incorrect - <script LANGUAGE="javascript" src="mm_frameset.js">.
