What version of Premiere Elements and on what computer operating system is it running?
Nonetheless, you cannot open a Premiere Elements project file (project.prel) in another Premiere Elements project file (project.prel).
Is that what you are trying to do? Or, are you just trying to open an project file (project.prel) that you have created and saved/closed?
If the latter, how are you opening the project file?
