The features you describe were hand coded by teams of server scripting experts and database gurus. To have something with the level of functionality of Facebook, Twitter or Instagram is going to be much more involved than "here's a quick tutorial". Even more basic versions of the same thing are more difficult that you'd think due to the necessity to add in security features and log-ins to keep them from being dominated by "little blue pill" and "work from home and make a million dollars in two weeks" posts.
There's nothing built into DW that can do this for you. That's not to say you can't add a pre-built solution to a site you create in DW. Talk to your hosting company, they may have something built already that you can drop into your site with little to no real coding skill necessary. You can also look into third party solutions online, some are free, others carry a cost.
If you're truly interested in creating it completely by yourself, you're going to need to become an expert in PHP (or another server scripting language) and databases.
