If you select 'deactivate and suspend' option then even if you uninstall the software the licensing information would still be retained on the machine as you plan to install later.
If you select the option 'deactivate permanently' then no licensing information will be retained on the computer when you uninstall the software.
So to answer your question you can choose either of the option but since you want to reinstall the software on the same machine you can choose the first option and then uninstall the software.
