You didn't mention this part in your original post. It means something in your registry is pointing to that location, where it should not.
Possibly HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
And/or HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
